In short
- Talents start at level 10; Frostfire Bolt and dual specialization arrive at level 40 (Blizzard is considering moving the latter earlier).
- Forever deliberately curbs the Classic Mage's mass farming and the downranking trick.
- The beta only goes up to level 30, so there is no tested leveling route yet.

- Talents
- From level 10. One-point milestone talents at 11, 21 and 31 points, plus a new 16-point milestone.
- Dual specialization
- From level 40 for now. Blizzard is considering an earlier level (level 30 was mentioned). Cost not published.
- Beta
- 17 September to 21–22 October 2026. Level cap 30 since 1 October.
- Legacy system
- Account-wide points each character spends in three trees (Professions, Adventure, Resourcefulness). Capped at 16 at launch. Does not modify your class talents.

Changes that affect leveling
Less mass farming
In Classic, Frost Mages leveled and farmed by dragging large packs and finishing them with Blizzard and Cone of Cold. Forever deliberately reins that in: Official: Published by Blizzard in a source we have read.
- Cone of Cold lasts less.
- Improved Blizzard slows by at most 40% (was 65%).
- Permafrost extends Chill effects by a percentage rather than fixed seconds, so it no longer over-extends Improved Blizzard.
Blizzard explains the goal: making it harder for people chasing fast gold and experience to pull huge packs with repetitive, low-risk mechanics, which disrupted the economy. Downranking pays off less
Since the 1 October build, ranks far below your level get less from your spell damage and have a lower chance to trigger class abilities and talents. The official example: Rank 1 Frostbolt at level 60 has a 0% chance to trigger Frostbite. Official: Published by Blizzard in a source we have read.
On 8 October the low ranks of Frostbolt, Fireball and Arcane Missiles were also rebalanced so every new rank is always an upgrade. Official: Published by Blizzard in a source we have read. Chaining mobs as Fire
Wake of Fire greatly raises your next Fire Blast’s crit chance for 30 s after every non-trivial kill. Blizzard extended that window with leveling in mind, because Mages need to restore mana between fights. Official: Published by Blizzard in a source we have read.
Scrolls to decipher
With Comprehension you can read scrolls dropped by creatures. They have been rebalanced and can no longer be used while moving; Blizzard has not detailed the rewards. Official: Published by Blizzard in a source we have read.
Which tree should I level with?
Not documented yet
- Why it is missing
- The beta is capped at level 30 and the new talents have no published numbers. Recommending a tree would be a guess.
- What we will do
- From launch we will compare the three trees (time per kill, downtime and risk) and publish the results with their version.
Meanwhile, these are the factors we will look at: Analysis: Our reading of official mechanics. Not tested in game.
- Frost: more control and safety; Ice Lance comes early (11-point milestone).
- Fire: Wake of Fire and Heating Up reward chaining kills and crits.
- Arcane: Missile Barrage also triggers from Fireball and Frostbolt, so it fits a mixed build.
